China’s health products exported to the Philippines need to complete a series of certifications at the Philippine Food and Drug Administration (FDA Philippines), as follows:
Product registration certification: All imported health products must be registered here. When registering, you need to submit a registration application form, detailing the product’s ingredient list, efficacy, safety and efficacy reports, and the manufacturer’s GMP certificate and other documents. If the product claims to have specific health benefits, it must be supported by relevant scientific research or clinical data. For example, if a health product claims to improve sleep quality, it must provide corresponding experimental data to prove its effectiveness and safety.
Label compliance certification: The label language must be in English or Filipino. The label content covers the product name, ingredient list, efficacy description, method of consumption, shelf life, storage conditions, manufacturer and importer information, net content, etc. If the product contains common allergens, such as peanuts, milk, etc., it must be clearly marked to ensure consumers’ right to know.
Importer qualification certification: Importers must register with the Philippine FDA and obtain an importer license. When registering, you need to submit company registration certificates, importer application forms and other documents to prove that the importer has legal import qualifications.
Apply for import license certification: After product registration is completed, the importer applies for an import license from the Philippine FDA and needs to submit materials such as food registration certificate, importer registration certificate, transportation documents, customs declaration form, etc. Only after obtaining the import license can the goods be allowed to enter the Philippine market.
Document certification: Relevant documents may need to be certified with an additional certificate. Since China joined the Convention Abolishing the Requirement of Authentication of Foreign Public Documents, documents sent to the Philippines have replaced consular authentication with the issuance of an additional certificate, simplifying the cross-border circulation procedures. For example, it used to take 1 month for consular authentication of materials such as quality management system certification. Now the time for obtaining an additional certificate has been greatly shortened and the cost has also been reduced.
