Japan’s Import Regulations and Shockproof Packaging Requirements​

Japanese customs implement a “pre-confirmation system” where importers must submit electronic declarations through the NACCS system before goods arrive at the port, including detailed cargo lists and HS codes (using Japanese tariff schedule numbers). Under the Food Sanitation Act, food-contact packaging must pass certification from the Ministry of Health, Labour and Welfare, marked with “食品衛生法に適合” (Compliant with Food Sanitation Act). Electronic products must meet PSE certification requirements, with diamond-shaped PSE marks and certification numbers printed on packaging.​

Japan has strict requirements for packaging shock resistance, especially precision instruments which must adopt “buffer packaging design” and pass drop tests according to JIS Z0208 standards (1.2-meter height free fall without damage). Fragile goods packaging must use cushioning materials (such as expanded polyethylene) with a thickness of no less than 5cm, with outer boxes marked “取り扱い注意” (Handle With Care) and directional arrows. Wooden packaging must comply with ISPM 15 standards and provide Japanese-language fumigation certificates, avoiding coniferous wood (prone to carrying pests).
