Belgium, as part of the EU, aligns with the Tobacco Products Directive (TPD) but has additional local requirements for e-cigarettes. The Federal Public Service for Public Health, Food Chain Safety and Environment oversees imports, making compliance critical for successful shipments.​

Under TPD 2, e-cigarette tanks are limited to 2ml, and e-liquids containing nicotine must not exceed 20mg/ml. All products must bear CE marking, indicating compliance with EU safety standards. Labels must be in Dutch, French, or German, with warnings like “Nicotine is addictive” and a list of ingredients in percentages.​

Transporting e-cigarettes to Belgium requires careful handling of batteries. Lithium batteries must be packed in accordance with ADR regulations for road transport or IATA for air freight. Each package must include a safety data sheet (SDS) detailing battery specifications and emergency procedures.​

Customs documentation includes a EUR.1 certificate for preferential tariff rates if the e-cigarettes originate from a country with an EU trade agreement. A detailed packing list must specify quantities of devices, e-liquids, and batteries. Belgian customs may conduct random lab tests on e-liquids to verify nicotine levels, so ensure samples are available if requested.​

Note that Belgium bans e-cigarette advertising, but this does not affect transportation. However, avoid including promotional materials in shipments, as they may raise red flags during inspections.
