Shipping E-cigarettes to Egypt​

Egypt’s Ministry of Health and Population (MOHP) strictly regulates e-cigarettes, which are classified as tobacco products. Since 2020, the import of e-cigarettes and e-liquids—whether containing nicotine or not—is prohibited, with few exceptions for research purposes.​

Attempting to ship e-cigarettes to Egypt without explicit authorization from MOHP will result in seizure. For authorized imports (e.g., for clinical trials), a special permit is required, obtained by submitting product samples, safety data, and a research proposal. This process can take 3–6 months.​

If approved, transportation must comply with Egyptian Civil Aviation Authority (ECAA) rules for dangerous goods. Batteries must be shipped separately, and packages must be labeled in Arabic and English with “Dangerous Goods” and battery specifications.​

Customs documentation for authorized shipments includes the MOHP permit, a commercial invoice with FOB value, and a certificate of analysis from an accredited lab. Duties and taxes are high—up to 100% of the product’s value—due to the prohibition’s punitive nature.​

Note that even personal shipments are banned. Egyptian customs actively screen packages for e-cigarettes, and violations can lead to fines or legal action.
