Shipping E-cigarettes to Hong Kong (China)
Hong Kong, a special administrative region of China, has stringent regulations on e-cigarettes under the Smoking (Public Health) Ordinance. Since 2021, the import, sale, and possession of e-cigarettes (including nicotine-free variants) are illegal, with fines up to HK$50,000 and imprisonment for repeat offenses.
Shipping e-cigarettes to Hong Kong is prohibited in most cases. Exceptions are limited to medical purposes, requiring approval from the Department of Health (DH). To obtain approval, submit a detailed application including product specifications, safety data, and a medical justification. This process is highly restrictive and rarely granted.
If approved, transportation must comply with Hong Kong’s dangerous goods regulations for batteries. Packages must be labeled in English and Chinese, with “Lithium Ion Batteries” and UN 3480. Customs will inspect shipments thoroughly, and any deviation from approved quantities or specifications will result in seizure.
Note that even transshipments through Hong Kong are risky, as customs may confiscate e-cigarettes in transit. Use alternative routes to avoid Hong Kong if shipping to other Asian countries.
