New Zealand’s Ministry of Health regulates e-cigarettes under the Smoke-free Environments and Regulated Products Act 1990. Nicotine-containing e-cigarettes are legal but require approval as a “regulated product,” while non-nicotine devices must meet safety standards.​

Approval for nicotine e-cigarettes involves submitting evidence of safety and quality, a process taking 3–6 months. E-liquids must have a maximum nicotine concentration of 50mg/ml, and labels must be in English, with warnings like “Nicotine is addictive” and a list of ingredients.​

Transporting e-cigarettes to New Zealand requires compliance with Civil Aviation Authority (CAA) rules for lithium batteries. Air freight must adhere to IATA guidelines, with batteries under 100Wh and properly insulated. Sea freight follows IMO regulations, with packages labeled “Lithium Ion Batteries” and UN 3480.​

Customs documentation includes the Ministry of Health approval, a commercial invoice with FOB value, and a packing list. New Zealand imposes 15% GST on e-cigarettes, plus a customs duty of 5%. Note that New Zealand bans e-cigarettes shaped like toys or food to prevent youth appeal, so verify product design compliance.
