Romania enforces EU TPD regulations through the National Agency for Food Safety (ANSA) and Customs Authority. E-cigarettes containing nicotine are legal but subject to strict compliance requirements.​

E-liquids with nicotine are limited to 20mg/ml, and tank capacity is capped at 2ml. Labels must be in Romanian, with warnings such as “Nicotina este dependență” (Nicotine is addictive) and a list of ingredients. All products must have CE marking and a unique product code for traceability.​

Transporting e-cigarettes to Romania requires compliance with ADR regulations for road transport of lithium batteries. Air freight via Henri Coandă International Airport must include a declaration of battery type and quantity, following IATA guidelines.​

Customs documentation includes a commercial invoice, EORI number, and TPD compliance certificate. Romania imposes a 19% VAT on e-cigarettes, plus a tobacco tax of RON 0.50 per ml of nicotine e-liquid. ANSA may conduct post-import inspections, so ensuring products match declared specifications is necessary.
