Shipping E-cigarettes to Spain​

Spain enforces EU TPD regulations through the Ministry of Health and Customs Agency. E-cigarettes containing nicotine are legal but subject to strict controls, including flavor restrictions.​

E-liquids with nicotine are capped at 20mg/ml, and tank capacity is limited to 2ml. Spain allows flavored e-cigarettes but prohibits marketing that targets minors. Labels must be in Spanish, with warnings such as “La nicotina es una sustancia adictiva” (Nicotine is an addictive substance) and a list of ingredients.​

Transporting e-cigarettes to Spain requires compliance with ADR regulations for road transport of lithium batteries. Air freight via Adolfo Suárez Madrid-Barajas Airport must include a safety data sheet in Spanish, detailing battery specifications.​

Customs documentation includes a commercial invoice, EORI number, and TPD compliance certificate. Spain imposes a 21% VAT on e-cigarettes, plus a tobacco tax of €0.05 per ml of nicotine e-liquid. Spanish customs may inspect shipments to check for illegal flavors, so verifying that products comply with flavor restrictions is important.
