Canada’s regulation of e-cigarettes is overseen by Health Canada under the Tobacco and Vaping Products Act (TVPA). Nicotine-containing e-cigarettes are legal but require compliance with strict labeling, packaging, and safety standards.​

E-liquids with nicotine must not exceed 20mg/ml, and packaging must be child-resistant. Labels must be in English and French, featuring warnings like “Nicotine is addictive” and listing all ingredients. Additionally, e-cigarettes must not be marketed with flavors that appeal to minors, such as candy or fruit flavors.​

Transporting e-cigarettes to Canada requires adherence to Transport Canada’s regulations for lithium batteries. Air freight must comply with IATA guidelines, with batteries under 100Wh and properly insulated. For ground transport, batteries must be packaged to prevent short circuits, following CSA standards.​

Customs documentation includes a commercial invoice, a certificate of compliance with TVPA, and a packing list. Canada imposes a 5% GST on e-cigarettes, along with provincial taxes that vary (e.g., 9.975% in Quebec). Health Canada may inspect shipments to verify compliance with flavor restrictions and nicotine levels, so ensure products meet all requirements.
