Shipping E-cigarettes to Chile​

Chile’s Ministry of Health (MINSAL) regulates e-cigarettes under the 2019 Tobacco Control Law. Nicotine-containing e-cigarettes are classified as “tobacco substitutes” and require pre-approval before import. Non-nicotine devices are allowed but must meet safety standards for electronics.​

Key requirements include labeling: all packages must have Spanish warnings, such as “Contiene nicotina, sustancia adictiva” (Contains nicotine, an addictive substance), and list ingredients. E-liquids with nicotine must not exceed 18mg/ml, a stricter limit than some EU countries.​

For shipping, Chilean customs enforce strict rules on lithium batteries. They must be transported in compliance with IMO standards, with each battery marked with its capacity (Wh). Air shipments via Santiago International Airport require prior approval from the Civil Aviation Authority (DGAC), including a declaration of battery quantities.​

Documentation needs are extensive. Importers must submit a certificate from MINSAL confirming product safety, a commercial invoice with CIF value, and a packing list. Duties are 19% for e-cigarettes, plus 19% VAT. Note that Chile prohibits the import of e-liquids with flavors appealing to minors, such as fruit or candy, so verify flavor restrictions before shipping.
