Shipping E-cigarettes to Ecuador​

Ecuador’s Ministry of Public Health (MSP) regulates e-cigarettes under the Organic Law on Tobacco Control. Nicotine-containing e-cigarettes are banned, while non-nicotine devices are allowed but must meet safety standards for electronics.​

Shipping nicotine-containing e-cigarettes to Ecuador will result in seizure by customs. Non-nicotine devices must have labels in Spanish stating “Sin nicotina” (No nicotine) and include safety warnings about battery use. They must also comply with INEN (Ecuadorian Institute for Standardization) standards for electrical safety.​

Transporting non-nicotine e-cigarettes requires compliance with Civil Aviation General Directorate (DGAC) rules for lithium batteries. Air freight must adhere to IATA guidelines, with batteries properly packaged and labeled.​

Customs documentation for non-nicotine devices includes a commercial invoice, a certificate of compliance with INEN standards, and a packing list. Ecuador imposes a 12% VAT on e-cigarettes, plus a 20% customs duty. Note that customs may inspect shipments to verify the absence of nicotine, so include lab test reports confirming zero nicotine content.
