Shipping E-cigarettes to Germany
Germany follows EU TPD regulations, overseen by the Federal Institute for Risk Assessment (BfR) and Customs Administration. E-cigarettes containing nicotine are legal but subject to rigorous safety and labeling standards.
E-liquids with nicotine must not exceed 20mg/ml, and tank capacity is limited to 2ml. Labels must be in German, featuring warnings such as “Nikotin ist suchtauslösend” (Nicotine is addictive) and a list of ingredients with concentrations. All products must meet BfR guidelines for e-liquid safety, including limits on heavy metals and harmful chemicals.
Transporting e-cigarettes to Germany requires compliance with ADR for road transport and IATA for air freight of lithium batteries. Each package must be labeled “Lithium-Ionen-Batterien” and include a safety data sheet in German.
Customs documentation includes a commercial invoice, EORI number, and BfR compliance certificate. Germany imposes a 19% VAT on e-cigarettes, plus a tobacco tax of €0.16 per ml of nicotine e-liquid. BfR may conduct lab tests on imported e-liquids, so retain detailed ingredient reports.
