Greece enforces EU TPD regulations through the Ministry of Health and Customs. E-cigarettes are legal but subject to strict controls, with a focus on preventing youth access.​

E-liquids with nicotine are limited to 20mg/ml, and tank capacity is capped at 2ml. Labels must be in Greek, with warnings like “Η νικοτίνη είναι μια επιθετική ουσία” (Nicotine is an addictive substance) and ingredient lists. Greece allows flavored e-cigarettes but prohibits marketing that targets minors.​

Transporting e-cigarettes to Greece requires compliance with ADR regulations for road transport of lithium batteries. Air freight via Athens International Airport must include a declaration of battery type and quantity, following IATA guidelines.​

Customs documentation includes a commercial invoice, EORI number, and TPD compliance certificate. Greece imposes a 24% VAT on e-cigarettes, plus a tobacco tax of €0.08 per ml of nicotine e-liquid. The Hellenic Food Authority (EFET) may inspect shipments to verify compliance, so ensure products meet all standards.
