Hungary aligns with EU TPD but has stricter rules on e-cigarette flavors and advertising, enforced by the National Public Health and Medical Officer Service (NNK). Importing e-cigarettes requires careful attention to local restrictions.​

E-liquids containing nicotine are limited to 20mg/ml, and tanks to 2ml. Hungary bans flavored e-cigarettes (except tobacco flavor), making it critical to verify flavor profiles before shipping. Labels must be in Hungarian, with warnings like “A nikotin függőségességet okoz” (Nicotine causes addiction).​

Transportation rules for lithium batteries follow EU ADR standards for road freight and IATA for air. Each package must include a safety data sheet in Hungarian, detailing battery safety and disposal instructions.​

Customs documentation includes a commercial invoice with the importer’s tax number, a TPD compliance certificate, and a packing list. Hungary imposes a 27% VAT on e-cigarettes, plus a special tax of HUF 500 per ml of nicotine e-liquid. NNK may conduct post-import inspections, so ensure products match declared specifications.
