Indonesia’s Ministry of Health (Kemenkes) classifies e-cigarettes as “tobacco products” under the 2019 Health Quarantine Law, banning their import and sale. Since 2018, the import of e-cigarettes and e-liquids—regardless of nicotine content—is illegal, with severe penalties for violations.
