Morocco’s Ministry of Health strictly regulates e-cigarettes under Law 17-03, which governs tobacco control. As of 2024, the importation of all e-cigarettes, regardless of whether they contain nicotine, is prohibited. This ban is part of the government’s efforts to protect public health, particularly among younger populations.​

Any attempt to ship e-cigarettes to Morocco will result in immediate seizure by customs authorities. Offenders may face significant fines or legal action, with no exceptions made for research purposes, personal use, or sample shipments. Moroccan customs utilize advanced scanning technology to detect e-cigarettes in incoming parcels, making successful importation highly unlikely.​

Given the strict enforcement and lack of legal loopholes, it is strongly recommended to avoid shipping e-cigarettes to Morocco entirely.
