Shipping E-cigarettes to Norway

Norway, while not an EU member, aligns with many EU TPD standards but enforces additional strict regulations through the Norwegian Food Safety Authority (Mattilsynet). E-cigarettes containing nicotine are legal but subject to rigorous controls.

E-liquids must have a maximum nicotine concentration of 20mg/ml, and tank capacity is limited to 2ml. Labels must be in Norwegian, with warnings such as “Nikotin er avhengighetsskapende” (Nicotine is addictive) and a detailed list of ingredients with their concentrations. All products must meet strict environmental standards, including eligibility for the Nordic Swan Ecolabel, which emphasizes sustainability.

Transporting e-cigarettes to Norway requires compliance with ADR regulations for road transport and IATA guidelines for air freight of lithium batteries. Each package must include a safety data sheet in Norwegian, outlining battery specifications and handling procedures.

Customs documentation includes a commercial invoice, the importer’s VAT number, and a certificate of compliance with Norwegian standards. Norway imposes a 25% VAT on e-cigarettes, plus a high tobacco tax of NOK 0.50 per ml of nicotine e-liquid. Mattilsynet may conduct laboratory tests on imported e-liquids, so retaining detailed ingredient reports is crucial.
