Shipping E-cigarettes to Peru
Peru’s Ministry of Health (MINSA) regulates e-cigarettes under Supreme Decree 004-2019-SA. Nicotine-containing e-cigarettes are classified as tobacco products and require pre-approval before importation, while non-nicotine devices are allowed but must meet safety standards.
Obtaining approval for nicotine e-cigarettes involves submitting product safety data, including battery tests and e-liquid composition, which typically takes 4–6 months. E-liquids must have a maximum nicotine concentration of 20mg/ml, and labels must be in Spanish, with warnings such as “La nicotina es una sustancia adictiva” (Nicotine is an addictive substance) and a list of ingredients.
Transporting e-cigarettes to Peru requires compliance with Civil Aviation Authority (DGAC) rules for air freight of lithium batteries. Each package must include a declaration of battery capacity, and batteries must be under 100Wh. Sea freight follows IMO regulations, with proper labeling and stowage.
Customs documentation includes the MINSA approval certificate (for nicotine products), a commercial invoice with CIF value, and a certificate of origin. Peru imposes an 18% VAT on e-cigarettes, plus a 12% customs duty. Note that Peru prohibits the importation of flavored e-cigarettes, so verifying that products are tobacco-flavored only is essential.
