Poland enforces EU TPD regulations through the Chief Sanitary Inspectorate (GIS) and Customs Service. E-cigarettes containing nicotine are legal but subject to strict labeling and safety requirements.​

E-liquids with nicotine are limited to 20mg/ml, and tank capacity is capped at 2ml. Labels must be in Polish, with warnings such as “Nikotyna jest uzależniającą substancją” (Nicotine is an addictive substance) and a list of ingredients. All products must have CE marking and a batch number for traceability.​

Transporting e-cigarettes to Poland requires compliance with ADR regulations for road transport of lithium batteries. Air freight via Warsaw Chopin Airport must include a declaration of battery type and quantity, following IATA guidelines.​

Customs documentation includes a commercial invoice, EORI number, and TPD compliance certificate. Poland imposes a 23% VAT on e-cigarettes, plus a tobacco tax of PLN 0.30 per ml of nicotine e-liquid. GIS may conduct post-import inspections, so ensuring products match declared specifications is necessary.
