Shipping E-cigarettes to Portugal
Portugal follows EU TPD regulations, overseen by the General Directorate of Health (DGS) and Customs Authority. E-cigarettes containing nicotine are legal but subject to strict controls.
E-liquids with nicotine are capped at 20mg/ml, and tank capacity is limited to 2ml. Labels must be in Portuguese, with warnings such as “Nicotina é viciante” (Nicotine is addictive) and a list of ingredients. All products must have CE marking and be packaged in child-resistant containers.
Transporting e-cigarettes to Portugal requires compliance with ADR regulations for road transport and IATA guidelines for air freight of lithium batteries. Each package must be labeled “Baterias de lítio-ion” (Lithium Ion Batteries) with the UN number 3480.
Customs documentation includes a commercial invoice, EORI number, and TPD compliance certificate. Portugal imposes a 23% VAT on e-cigarettes, plus a tobacco tax of €0.06 per ml of nicotine e-liquid. DGS may inspect shipments to check for illegal flavors, so verifying that products comply with flavor restrictions is important.
