Endangered and precious animals, plants (including specimens) and their seeds and breeding materials are prohibited from transportation, which is a key measure to protect ecological balance. The illegal transportation of endangered animals, plants and their products will accelerate the extinction of these species and damage biodiversity. Each species has a unique position and role in the ecosystem. Once an endangered species disappears, it may trigger a chain reaction, affecting the stability of the entire ecosystem. For example, the illegal transportation of ivory has led to a large – scale hunt of elephants, causing a sharp decline in the elephant population and disrupting the ecological balance of the African savannah; the illegal transportation of precious wood such as rosewood has resulted in excessive deforestation, leading to soil erosion, abnormal climate and other problems. In addition, the illegal trade of endangered animals, plants and their products has also given rise to organized transnational criminal activities. To protect the global ecological environment and biodiversity, the international community and governments of all countries strictly control the transportation of endangered animals, plants and their products and crack down on related illegal transportation activities to ensure the continuation of these precious natural resources.
