European Union’s Diverse Regulations on Wooden Frames

The European Union (EU) has a complex set of regulations regarding wooden frames, and these can vary slightly from country to country within the EU, although there are overarching EU – wide directives.​

In general, for raw wood frames used in construction or packaging, they must comply with the Construction Products Regulation (CPR) if they are for construction purposes. The CPR sets out requirements for safety, health, and environmental protection. When it comes to international trade and the risk of pest introduction, the EU also adheres to ISPM 15 principles. Raw wood frames used for packaging goods being imported or exported within the EU or to non – EU countries need to be treated to prevent pest infestations.​

Regarding 三合木架 (plywood frames), in the context of construction, plywood must meet certain quality and safety standards. For example, it should have appropriate fire resistance properties depending on its intended use. In the packaging industry, plywood frames are often preferred due to their relatively lower risk of pest infestation compared to raw wood. However, if the plywood is sourced from outside the EU, it may still be subject to import controls to ensure it does not carry any harmful pests or diseases.​

Some EU countries, like Denmark, have additional environmental considerations. Buildings with high carbon emissions, which could potentially be associated with the use of certain types of wooden frames in construction, may face difficulties in obtaining building permits. This encourages the use of more sustainable and low – carbon – emitting wooden materials, such as responsibly sourced and processed plywood or properly treated raw wood frames.​

For 熏蒸木架 (fumigated wood frames) in the EU, the fumigation process must comply with EU – approved methods. The use of certain fumigants may be restricted or regulated to ensure the safety of workers, consumers, and the environment. Additionally, proper labeling and documentation of the fumigated frames are required to facilitate smooth movement within the EU’s internal market and during international trade.
