Sea Shipping to the United States: Strict Requirements for Manifest Submission, Packaging and Customer Information
For goods to the United States and to be unloaded within the United States, in addition to complying with the U.S. Customs rule of submitting the manifest 24 hours before loading, there are many detailed requirements. The shipper, consignee or notify party shown on the bill of lading must be the contract customer to ensure the authenticity and traceability of the trade relationship. In terms of cargo packaging, the description part of the product name on the bill of lading must indicate whether the goods are fumigated and aerated or non – wooden packaging. If it is fumigated and aerated, the product description column of the bill of lading will show: “THE CONTAINER HAS BEEN PROPERLY AERATED AT LEAST FOR 24 HOURS AFTER FUMIGATION, CARGO TRANSPORT UNIT UNDER FUMIGATION”; if it is non – wooden packaging, the product description column of the bill of lading will show: “THIS SHIPMENT CONTAINS NO SOLID WOOD PACKING MATERIALS”. On the bill of lading information sent by the customer to the shipping company, it is also necessary to indicate whether it is fumigated and aerated or non – wooden packaging, otherwise the goods will be defaulted as “non – wooden packaging” and declared as such. The shipper column on the bill of lading must show the detailed name, address and contact information of the shipper, or the identification number specified by the U.S. Customs in accordance with “Automated Commercial Environment (ACS)”. The consignee (CONSIGNEE) must be the direct consignee of the goods. The consignee column on the bill of lading must show the detailed name, address (specifically: number, street, city zip code, state name, no post office box address is allowed), contact information and contact person or ACS identification number. For order bills of lading (where the consignee column shows “TO ORDER”), the shipper must provide the detailed information of the actual consignee before the corresponding deadline for the bill of lading, otherwise the notify party will be defaulted as the direct consignee. The shipper must also provide detailed and accurate gross weight, volume, number of pieces, product name, and correct container number, container type and seal number. The number of pieces should reflect the smallest outer packaging unit, such as “CARTON, PACKAGES, WOODEN CASE”, and it is not allowed to use PALLET as the smallest packaging unit. The product name should be as detailed as possible to describe the nature, shape, etc. of the goods. The bill of lading does not accept general product descriptions, such as “FAK, GENERAL CARGO, CHEMICALS, FOODSTUFF, POLYRESIN, ACCESSORIES”, etc. If the non – vessel operating common carrier has issued the corresponding house bill of lading, the product description column of the house bill of lading must show the detailed product name. Any non – compliance with the requirements may result in the goods being unable to be loaded, or unable to be unloaded or cleared at the destination port, and the resulting fines will be borne by the shipper.
